WASHINGTON, D.C. — U.S. Senator Katie Britt (R-Ala.) on Friday commended the recent appointments announced by U.S. Secretary of Agriculture Brooke Rollins, naming Twinkle Cavanaugh and Monica Carroll to senior leadership roles within the U.S. Department of Agriculture (USDA) in Alabama.
Twinkle Cavanaugh has been appointed as State Director for Rural Development (RD) in Alabama. Cavanaugh has served as President of the Alabama Public Service Commission since 2012 and brings extensive experience in public service and state leadership to her new role. As State Director, she will be responsible for overseeing USDA’s rural development initiatives in Alabama, which include programs to support housing, infrastructure, business development, and community facilities in rural areas.
Monica Carroll was announced earlier this month as the new State Executive Director for the Alabama Farm Service Agency (FSA). Carroll is actively involved in agricultural advocacy, serving on the board of the Alabama Resource Conservation and Development Council and as a member of the Alabama Farmers Federation State Women’s Leadership Committee. In her role with FSA, she will help administer federal farm programs aimed at supporting farmers, ranchers, and agricultural producers across the state.
Secretary Rollins echoed that sentiment, noting, “President Trump is putting Farmers First, and so is the incredible team we are building at the Department of Agriculture.”
These appointments are part of a broader initiative by the Trump Administration to support agriculture and rural development through experienced, locally rooted leadership. Both the RD and FSA State Directors play a critical role in executing USDA policies and advancing economic opportunity in rural America.
